PORTSMOUTH -- State Archaeologist Richard A. Boisvert believes it was “inappropriate” for the city to put a cemetery retaining wall back on top of unmarked remains found in the North Cemetery.

“I had hoped we could develop a way to move the wall,” Bosivert said after a local company determined there were 18 to 21 unmarked graves located alongside a wall at the historic North Cemetery. “Knowingly building a wall on top of 18 graves is inappropriate.”
