Low waters: Do reservoir drawdowns negatively affect fish?

Each fall, officials from the N.H. Department of Environmental Services (NHDES) begin a mass draining – or drawdown, as it's called – of lakes and ponds controlled by dams the state owns. More than 50 bodies of water throughout New Hampshire will be subjected to these drawdowns, and there seems to be a perfectly good reason behind it.
