When a privately owned dam in Alton collapsed on March 13, 1996, a 10-foot wall of water swept away a portion of Route 140 and left one woman dead after she tried to flee in a vehicle.
Senate Bill 528 would increase the fees that dam owners pay annually for inspections. The current fees vary based on the hazard classification that the state has assigned to each dam. Low hazard dams are currently charged $400, significant hazard dams pay $750, and high hazard dams have to fork over $1,500 each year.
